Here’s how I see it:

Test 1: “Proclaim in the EARS of the people, saying whoever is fearful and trembling, let him return home…” – this is a test for the ears, to see if they will submit their ears to Yahweh as an obedient priest.

Test 2: “And the number of those who lapped, putting their HANDS to their mouths, was 300 men” – this is a test for the hands, finding kings who will rule with judicial authority.

If they pass both tests, they becomes “prophets” and are given trumpets and torches, a light to the nations, sounding forth the word of Yahweh.
